The Act creates two new offenses, sexual battery and aggravated sexual battery, and provides penalties for those offenses. The Act also amends the statutory definition of the offense of sexual assault against persons in custody to include assault against persons enrolled in a school.

The Act mandates sanctions against individuals licensed to conduct a business or practice a profession who are convicted of offenses involving controlled substances of marijuana. The Act requires licensed persons to report their convictions to the granting authority which must either suspend or revoke the license. The Act also provides
The Act sets forth the elements of the felony criminal offense of reckless abandonment of a child under one year of age. The Act also imposes a criminal penalty of not less than ten nor more than twenty-five years imprisonment upon any individual who is found guilty of the offense.
The Act expands the crime of misdemeanor bail jumping to include defendants charged with or convicted any misdemeanor who fail to appear as directed. In addition, the Act creates the new offense of out-of-state bail jumping and provides notice procedures applicable to felony, misdemeanor, and out-of-state bail jumping.

The Act expands the statute which proscribes threatening or influencing a witness. The Act prohibits threatening an administrative hearing witness and makes unlawful any threats concerning the employment of a witness or of a witness's relative.
