The Act provides that whenever a grandparent or other blood relative petitions for adoption of a minor child, the petitioner must serve a copy of the petition upon any grandparent having visitation rights to the child. The Act provides that the State shall recognize an irrevocable release or consent to adoption executed by a child's guardian in a foreign country where the guardian's appointment has been certified by the appropriate agency or court of that country.
